What a set actually is
One Steam product code per pin, handed over the same way a single pin is. You redeem each one yourself under Games → Activate a Product on Steam…, and every pin lands in your own inventory carrying the Genuine quality. Nothing is traded, so no trade hold applies anywhere in the process.
The three series closed in 2016, 2017 and 2018 and no codes have been issued since. A set is therefore assembled, not picked off a shelf — which is why the answer is a quote with a date on it rather than a number on a page.
